Zimbabwe Risks Undermining Electoral Integrity with Proposed Constitutional Amendments

Harare, Zimbabwe – A proposed amendment to Zimbabwe’s Electoral Act, which seeks to shift voter registration responsibility from the Zimbabwe Electoral Commission (ZEC) to the Civil Registration Department (CRD), has raised concerns among civil society groups.

The Zimbabwe Election Support Network (ZESN) has warned that such a move could undermine the country’s electoral integrity and set back democratic progress. The proposed amendment is part of a broader constitutional reform package currently being considered by the government.

Under the proposed system, the CRD would be responsible for collecting and maintaining voter data, using information gathered during the application process for national identity cards. While this may seem like a streamlined approach, ZESN argues that it could compromise the independence of the electoral process and potentially lead to voter disenfranchisement.

“Voter registration is a foundational aspect of democratic systems,” ZESN said in a recent report. “Zimbabwe’s current system, administered by ZEC, has proven effective. Shifting this responsibility to the CRD could undermine the progress made in recent years.”

The organization emphasized the importance of maintaining ZEC’s independence and ensuring that the voter registration process remains transparent and inclusive. It called on the government to prioritize strengthening ZEC’s capacity rather than making significant changes to the electoral framework.

“Instead of taking a retrogressive approach, the focus should be geared towards improving issues and systems that have been heavily contested in courts, such as availing the voters roll on time, especially to political parties,” ZESN stated.

Critics of the proposed amendment argue that it could lead to increased politicization of the voter registration process and make it more difficult for citizens to exercise their right to vote. They also express concerns about the potential for errors and inaccuracies in the voter roll, which could have significant implications for election outcomes.

As Zimbabwe prepares for future elections, it is crucial to ensure that the electoral process is fair, transparent, and credible. By preserving ZEC’s independence and strengthening its capacity, the country can safeguard its democratic future.
